Public Procurement — Response to Consultation

Public procurement remains underutilised as a tool to drive social and environmental progress. Social enterprises, SMEs and start-ups face significant barriers in accessing procurement opportunities due to complex financing structures, a lack of public support and inconsistencies in procurement policies across Member States. These highlight the need for stronger policies that facilitate their participation in public tenders. 

Answering the European Commission's initiative to revise the existing directives on public procurement, Impact Europe revisits the present challenges hindering public procurement from driving social and environmental progress, and proposes a set of recommendations that support the development of social enterprises alongside positive social and environmental impact.
